The United States will observe a National Day of Mourning on January 9, 2025, for former President Jimmy Carter, who died on December 29, 2024, at age 100. President Joe Biden ordered the day of mourning to coincide with the state funeral for Carter at Washington National Cathedral, where he is expected to deliver a eulogy. 

Will the stock markets be closed?

Trading on both NYSE and Nasdaq will be closed on January 9. Nasdaq, however, is set to hold a moment of silence in memory of the late president at 9:20 a.m. EST. The bond market will also close early at 2 p.m. EST following the recommendation from the Securities Industry and Financial Markets Association. Tal Cohen, Nasdaq president, said, “We are saddened by the passing of President Carter and will be closing our US markets on the National Day of Mourning in celebration of his life and in recognition of his legacy.” 

Will Federal Government offices be closed?

Under an executive order issued by President Biden, all federal departments and agencies will be closed on January 9. This includes the US Postal Service, which will not conduct regular mail delivery on that day. The Supreme Court building will also be closed on behalf of orders from Chief Justice John Roberts. Though the court was not scheduled to be in session, it does have looming deadlines in major cases such as a January 19 deadline for TikTok to divest from its Chinese parent company—a matter that’s before the court. 

Will State and Local Government offices be closed?

Other states declared a day of closures to observe the National Day of Mourning: Kansas Governor Laura Kelly has issued Executive Order 24-05 that allows closure for state offices on January 9th. Sumter County Schools in Georgia state, among others, will stay closed as communities may pay respects to the passed president.

Will Presidential libraries and museums be closed?

All NARA facilities will be closed on January 9, to include presidential libraries and museums, which are normally open. That includes the Jimmy Carter Presidential Library and Museum in Atlanta, Georgia, which is already closed. Other presidential libraries that will be closed, although the grounds of the Nixon Library – to include the memorial site and birthplace – will remain open to the public, including the Richard Nixon Presidential Library and Museum.

Will financial services be closed?

Though the major stock exchanges will be closed, other financial services may remain open but operate on adjusted schedules. For instance, the MIAX Futures Exchange will close trading in its expiration Friday and Wednesday futures and options products at 12:15 p.m. CT on Jan 9. The close-out period for the respective products will take place between 11:59:00 a.m. CT through 11:59:59 a.m. CT. Clearing will occur under the normal processing procedures.

Will educational institutions be closed?

Some schools are also adjusting their schedules to accommodate the National Day of Mourning. In Georgia, Sumter County Schools will be closed on January 9 in observance of the celebration of President Carter’s life and on January 10 resume a regular schedule for students, faculty, and staff. 

Will the private sector and other services be closed?

National days of mourning do not necessarily include the closure of private businesses or banks. As such, most banks and private businesses will more than likely remain open on January 9. However, it is always a good idea to call ahead and confirm whether local branches or businesses have altered hours of operation. UPS and FedEx will more than likely operate on their regular pickup and delivery schedules, and their retail locations will be open.

Will public transportation and utilities be closed?

There will be no disruption to normal operations of public transportation systems or utility services on January 9. However, various localities may adjust schedules or service due to the day. Local transit authorities and the utility providers in the respective localities can be contacted for details on any update or change.

Memorial services and public participation

A state funeral for President Carter will take place at Washington National Cathedral, with the service to begin at 10 a.m. EST on January 9. Expected among the dignitaries to be in attendance include President Biden, who is scheduled to give a eulogy, and President-elect Donald Trump. The funeral is scheduled to stream live to let the public in by offering respects to the memory of the former president.
