The deal is perceived as a means by which Ukraine is increasing its value as a strategic good to the U.S., ensuring continued military and economic aid while walking through the boulder field of border talks with Russia.
The implications of resource control
The control of rare earth resources has geopolitical consequences not only for Ukraine but for the entire world. If Russia secures its hold on occupied land that is heavy in these minerals, it can build a sanctions-proof supply chain that would fuel its defense and automotive sectors at the expense of Western attempts to economically isolate Moscow.
