As the winter season approaches, many New Yorkers face challenges in managing heating costs. To alleviate this burden, Governor Kathy Hochul recently announced that eligible residents could receive up to $996 through the Home Energy Assistance Program (HEAP). This vital support aims to ensure that families can stay warm without compromising other essential needs, such as food and healthcare.
What is HEAP?
The Home Energy Assistance Program (HEAP) provides financial aid to eligible households to help cover heating expenses. In addition to direct heating assistance, the program also includes provisions for repairing or replacing unsafe or inoperable heating systems. Qualifying households can receive up to $4,000 for heating system repairs or as much as $8,000 for replacements, depending on the actual costs incurred.
“New Yorkers shouldn’t have to choose between heating their home or putting food on the table, and we’re offering critical financial assistance to protect vulnerable New York households as the weather gets colder,” said Governor Hochul. “The Home Energy Assistance Program puts money in the pockets of New Yorkers, helping households stay warm during the winter and providing much-needed financial relief.”
Eligibility requirements
HEAP benefits are available to both renters and homeowners who meet specific criteria. These include:
- Household income limits: Eligibility is determined by gross monthly income relative to household size. For example, a family of four can qualify with a gross monthly income of up to $6,390 or an annual income of $76,681. These thresholds have increased compared to the previous year, offering more families access to support.
- Vulnerable household members: Households caring for individuals under age 6, seniors aged 60 and above, or those with permanent disabilities may receive priority.
- Citizenship and residency: Applicants must be U.S. citizens, qualified non-citizens, or lawful residents of New York. A valid Social Security number is required for all household members.
Application process
Eligible residents can apply for HEAP benefits in several ways:
- Online: Applications can be submitted through the New York State HEAP portal at ny.gov/heat.
- In-person or by mail: Local departments of social services accept HEAP applications both in-person and via mail.
- Support for older adults: Seniors needing assistance with their applications can contact the NY Connects Helpline at 1-800-342-9871 or their local Office for Aging.
Applications are now open for regular HEAP benefits, with emergency HEAP applications available starting January 2, 2025.
Documentation needed for application
To ensure a smooth application process, gather the following documents:
- Proof of residency, such as a rent receipt, utility bill, or mortgage statement.
- Rent receipt with address
- Copy of the rental contract with address
- Water, sewer or tax bill
- Homeowners Insurance Policy
- Mortgage payment receipt
- Writing
- Utility bill
- A current fuel or utility bill, or a statement from your landlord stating that heat or utilities are included in your rent.
- Recent pay stubs to prove current total monthly income for all household members.
- For each person in your household, you will need one of the following:
- Photo ID
- Driver license
- Birth certificate or baptism certificate
- School records
- Passport Documentation documenting a disability for any member of your household
Additional benefits and considerations
HEAP recipients may also qualify for up to two emergency heating benefits if their fuel supply is critically low or if they face utility shutoff risks. The program provides an essential safety net, particularly for those experiencing sudden financial hardships during the winter months.
Last winter, HEAP distributed over $397 million in benefits, supporting more than 1.7 million households across New York State. The program continues to be a lifeline for families struggling with rising energy costs and colder weather.
