Have you been affected by Hurricanes Milton or Hele? Find out if you can benefit from D-SNAP with food stamp

Florida residents affected by hurricanes Helene and Milton now eligible for disaster food assistance

The Disaster Supplemental Nutrition Assistance Program (D-SNAP) is now active for residents of Florida who have been affected by Hurricanes Helene and Milton and are in urgent need of food assistance, having been displaced by the said disasters. This program is supervised by the United States Department of Agriculture (USDA), together with the Florida Department of Children and Families (DCF) to give eligible people help in obtaining cash for buying foodstuffs after a disaster has been declared. D-SNAP is very much like the regular Supplemental Nutrition Assistance Program (SNAP) with the only exception being that it is designed for individuals who do not ordinarily qualify for SNAP. Under D-SNAP, qualified residents receive a lump sum of benefits dispensed through an EBT card that can be swiped at designated stores for groceries with focus on basic food items.

D-SNAP eligibility is only granted to people who were either of the hurricanes and resided in a disaster-appointed county, as well as experienced some form of loss within the specific duration. Such losses can include physical loss of homes, loss of jobs hence incomes and or food loss, which are all typical after major natural catastrophes. The intent is to offer some quick assistance while residents are in the process of recovery. In order to qualify, they must also satisfy the financial eligibility requirements imposed by the USDA which includes proving that incomes and other resources available are less than the disaster expenses borne. Moreover, applications to D-SNAP will be considered only from persons who have not applied for or are not receiving regular SNAP benefits.

Florida has structured the application process in phases based on county, with the first phase already underway for some areas. Each phase includes both phone and in-person options for applying. Residents are encouraged to pre-register online, after which they will complete a short interview, which can be done by phone or in person at designated locations. For those unable to access the internet, the DCF is setting up on-site locations for walk-in applications across the eligible counties. This phased approach allows the state to manage resources effectively, ensuring that those who need immediate assistance are served as efficiently as possible.

The USDA has also implemented additional measures to support both current SNAP recipients and the broader community in the affected regions. For example, waivers now allow SNAP recipients in impacted areas to use their benefits to buy hot foods—items typically excluded under normal SNAP guidelines. This measure is especially important for those who may lack the facilities to store or prepare food. Furthermore, SNAP households in these areas will automatically receive supplemental benefits, which bring their monthly allotment up to the maximum level for their household size.

Non-food assistance relief has seen the activation of response teams and resources from the USDA, specifically to assist the agricultural sector and other recovery initiatives such as providing funds to farmers adversely affected. These are referring to the level of engagement in which several state agencies are involved, particularly the national government agencies such as the USDA and FEMA, which are also engaged in the restoration of services, cleaning out of wreckage, and provision of assistance to the areas affected.

All eligible residents have also been invited to participate in the program by using the web portal of Florida Division of Emergency Management in which they are able to pre-register for the certain phases by given dates and information for application. The DCF has further established a D-SNAP Call Center for additional questions or information. The necessity of D-SNAP is highlighted on the expressiveness purpose of this program; as it promotes USDA’s dedication to the restoration of the state. Secretary Tom Vilsack further assured that the USDA will support the residents once more in their journey towards rehabilitation.

In this way, such a relief program carries such an importance in D-SNAP as well as other programs for development and immediate recovery from economic shocks following the occurrence of a natural disaster. Due to its very design, D-SNAP enables a quick and efficient means of supplemental support for basic household needs during the process of recovery and stabilization, which many affected households have to undergo.
