Bill Clinton (1993-2001)

Clinton’s practices of pardoning were widely shadowed by controversy, especially those last-minute pardons before he left office in January 2001. He notably pardoned Marc Rich, a financier with connections to Democratic donors, raising questions about favoritism and corruption.

Barack Obama (2009-2017)

Obama issued 212 pardons and 1,715 commutations in office, the lion’s share to low-level nonviolent drug offenders in an unprecedented push to reshape criminal justice policies. His Clemency Initiative took on strict laws on sentences for low-level offenders.

Donald Trump (2017-2021)

Trump issued 143 pardons and commuted 94 sentences. His most controversial include those of associates like Michael Flynn and Roger Stone, celebrities such as Lil Wayne; many have criticized as showing favoritism to friends and allies.

President Joe Biden (2021 – Present)

As of December 2024, President Joe Biden has granted a total of 26 pardons during his tenure. The most notable recent pardon was for his son, Hunter Biden, who faced sentencing for federal tax and gun-related offenses.
